Summary of Professional Experience
Mr. Carroll is a Registered Environmental Assessor in California has over 26 years of experience working in the environmental, minerals, and the Oil and Gas industry as a geologist and geophysicist. His areas of expertise include:
- Acquisition and interpretation of geological, geophysical, and analytical data
- Coordination and management of field activities including oversight of subcontractors, boring/well installations, and sampling in diversified areas ranging from active as well as abandoned locations, city streets, tank farms, air to ground bombing ranges, EOD ranges, swamps and ponds
- Preparation of reports, health and safety plans, work plans, and sampling plans and permits in regards to environmental investigations from county, state and federal government agencies
- Implementation of health and safety polices, procedures, and training
- Environmental site assessments in both the civilian and military arenas
- Stormwater Pollution Control Manager for two long term projects for AME
- Performed historical file/site reviews incorporating both local and state government agencies and client generated information for the preparation of databases pertaining to client support in litigation proceedings

Representative Experience
- Mr. Carroll was the Task Manager Responsible for the day to day operations of all field activities in regards to the site investigation at a large industrial facility located along the northern California Coast.
- Mr. Carroll conducted multiple disciplinary remedial investigation/feasibility study environmental investigations. Activities included collection and interpretation of soil and ground water data.
- Mr. Carroll conducted site investigations and report preparation for underground storage tank sites in California, Nevada, Texas, and Florida. He supervised and coordinated, various UST RI/FS type projects: including underground storage tank removal and replacement, soil excavation, advancing soil borings and installation of ground water monitoring wells, soil and ground water sampling , air and soil monitoring, and remediation activities and soil gas surveys and sample collection.
- Mr. Carroll conducted quarterly ground water monitoring and sampling activities. He was responsible for data interpretation and reporting.
- Mr. Carroll performed historical file/site reviews incorporating local and state government agencies and client-generated information. Projects included retail service stations, bulk fuel facilities, privately owned water companies, and community water systems in California affected by petroleum hydrocarbons leaking from underground storage tanks and associated product piping.
- Mr. Carroll participated in National Pollutant Discharge Elimination System Storm Water field investigations and report preparation.
- Mr. Carroll served as Task Manager for the classification and delineation of solid waste landfills for the United States Army at Fort Sam Houston and Camp Bullis Training Facility.
- Mr. Carroll served as Task Manager/Project Geologist for environmental assessments of bombing ranges, explosive ordnance disposal ranges, and open burning/open detonation units (under Resource Conservation and Recovery Act Part B Subpart X Permit) for Eglin Air Force Base and for Fort Sam Houston, Camp Bullis Training Facility.
- Mr. Carroll was the Health and Safety Officer responsible for implementation and maintenance of health and safety policies, procedures, and training.

- Mr. Carroll served as Stormwater Manager, responsible for keeping generated wastes from entering into storm water systems, as well as identifying non-stormwater discharges, constructing identifying, and incorporating Best Management Practices (BMP) and development of a maintenance schedule for the use of BMPs to reduce or eliminate pollutants in stormwater discharges and authorized non-stormwater discharges from sites.
- Mr. Carroll has designed and implemented data dictionaries for the collection of data in regards to environmental investigations at a large industrial facility located along the northern California Coast and for a large remediation project at the Port of Oakland
- Mr. Carroll served as manager of a small consulting services firm out of Houston, Texas. He was responsible for the administration, coordination, and management of all day to day operations. He worked in conjunction with geologists and geophysicists and drafters for the preparation of a series of maps incorporating 17 geologic horizons covering the Outer Continental Shelf, Offshore Louisiana.
- Mr. Carroll conducted petrologic and stratigraphic studies incorporating both geological and geophysical data with emphasis on the generation, evaluation, and procurement of prospective acreage for coal, and uranium in New Mexico and petroleum in the Permian Basin of West Texas, and select international locations.
